Your waste, after the skip leaves

Hiring a skip does not hand the duty over with the load. EPA Victoria says that if you hire a skip bin or a waste removal contractor, it is your responsibility to know they are taking your waste to a place authorised to accept it, and that you can be fined for using a business that illegally dumps it.

About this guide. skipbins.net.au is a guide to your duty for waste once it leaves your hands, written and published by Dotto. It is general information, drawn from state environment protection authorities, the Queensland Government and one council, and every figure on it is dated October 2026.

CopiesOne load, three copies

A consignment form in carbon copy gives everyone who handles a load a record of their own. Victoria’s Environment Protection Act 2017 works in a similar way: the person whose waste it is, the business that carries it and the site that receives it each have a duty of their own. In outline:

  • You

    Copy 1 · white

Before waste leaves, take reasonable steps to identify and classify it, give the transporter enough information to take it to a lawful place, and check that it will go to one.

  • The carrier

    Copy 2 · yellow

Deposit industrial waste only at a place authorised to receive that type of waste, and with the agreement of whoever is in charge there.

  • The receiving site

    Copy 3 · green

Take in industrial waste only where the place is authorised to receive it.

Other states use different laws. Box 1 sets out three of Victoria’s duties, with Queensland and New South Wales beside them.

IndexThe six boxes

Each guide fills in one box of the form. Together they follow a load from the moment it leaves you to the moment it becomes landfill or a material again.

  1. Box 1Your duty for your waste

What Victoria’s waste duties ask of the person whose waste it is, the carrier and the receiving site, with Queensland and NSW alongside.

  2. Box 2Illegal dumping

Where each state draws the line, how to report it, the fines, and the “free fill” that turns out to be waste.

  3. Box 3Checking a waste business

Asking where the load will go, then looking the receiving site up on the state EPA’s public register.

  4. Box 4Waste levies by state

The per-tonne levy in Queensland, South Australia, Western Australia and Tasmania for 2026–27, with a worked example.

  5. Box 5Building site waste plans

What the City of Sydney’s waste plan asks for, and how EPA Victoria expects a builder to handle site waste.

  6. Box 6Recycled and reused materials

How sorted waste lawfully becomes a material again: Victoria’s determinations and declarations of use, and Queensland’s end of waste codes.

KeepYour copy

Two records make the duty much easier to show later: the name of the site your load went to, and proof that it arrived there. Box 3 shows how to check the site before the skip leaves, and Box 1 sets out Queensland’s advice on proof of disposal.

AboutHow this guide is made

skipbins.net.au is published by Dotto. It describes rules that government agencies set, in plain words, and it does not rate or rank any waste business. Every page lists the official sources it was written from at its foot, and each was read on 8 October 2026.
